Checking against the character tags, I don't see Cecilia or Okayu anywhere. I do see Koyori next to Pekora, Towa on the art board at the far end of the table, and some animal (not Bubba) dressed like Amelia on the floor just in front of Miko. I'll amend what I'm reasonably sure of, and apologize in advance if any of these changes end up being in error.

Cici is on the poster advertising ice cream. I think Okayu may be next to Towa on the art board though it's hard to tell.

I really thought the person next to Pekora was Okayu until I realized that Okayu doesn't have pink hair, so I decided to swap her with Koyori. Plus the side braids were an indicator.

Wow...even squinting carefully at that poster, I wouldn't have recognized that green/white "photonegative" style object as Cecilia's face, despite having seen clips of her ice cream business.

I ran the full-size image through an in-browser version of Waifu2x, which took a while (maybe owing to my computer, maybe owing to the server, maybe both), and that made it much easier to discern Cecilia's face. Even with that help, though, I'm uncertain about the person depicted next to Towa. It doesn't seem to be Okayu; the hair is definitely pink, and the hairdo is all wrong. Maybe Luna...? (At least I can tell that they're both acrylic stand figures, not drawn on the object behind them.)

I can also see that Iroha is holding an acrylic stand figure of AZki, and that Botan is talking to someone on her cell phone, a woman with short, blue hair and some kind of pink object (hair bow?) above the middle of her head.

I think we can tag Hoso-inu in the bakery poster, and maybe Marine in the strip club poster.

I'm still not sure what that little creature in the deerstalker hat and Inverness cape, sitting in front of Miko's hand, is supposed to be.
