I don't have the slightest bit of idea why they would decrease the amount of potential viewers by cutting the fanservice and potential rule34 material ...
lol from high schoolers, to middle schooler. it makes sence though, yugioh is a kids show (a really good kids show that is epic) so why not make kids main characters for a kids show? i might not like the idea at all, but it makes sence ._.

Well, they all technically aren't adults, no matter what their cup size is. And all 3 of the previous heroines (And I use that loosely for Tea/Anzu) were in school, making it more approachable for kids, while still having older viewers watch so we could stare at walking breasts playing cards. They probably think that since the show's been running for such a long time, they don't need to do it as obviously to attract attention.
...Plus I bet whatever deck she uses has, like, all F-cup monsters to compensate.
well my guess is that either she has sexy duel monsters to compensate like reversemoon said, or she is the token loli of this series. Perhaps more strong female duelist/side-characters with big bust will appear as the series goes on.

Then there's Cathy, whose ace monster is an expy of Catwoman and whom has quite the nice disguise (goes from geeky to 'hot damn' in a way that would make the aforementioned burglar proud), and now more recently Anna Kozuki. Who not only actually has in-show jiggle physics apparently (if that gif of her on this very booru is anything to go by), but happens to have a really nice cannon and a freakin' ridiculously-awesome ace monster (Rank 10, two Level 10 monsters as materials, burn a mat to DEAL 2000 DAMAGE . . . and it's a rail gun on rails).
So yeah, Kotori can stand to be the Token Loli with girls like this hanging around, especially when they both seem to have gained a bit of an interest in Yuma (well, more like Cathy had it to begin with, and it took an episode for Anna to get past the 'shoot first with question bullets' phase).
