A "lower quality dupe" is not against the rules. You can't even flag active duplicate posts with that reason (which is kinda unfair to res users because when they post a dupe they get a deletion and when unres does it, the post stays up, but whatever). I'm not sure if the approver just chose the wrong reason in the dropdown menu in this case but can we please stop using "breaks rules" on posts that don't break the site rules? It's just something I've noticed a lot recently.

My immediate assumption would be that it's one of the newer approvers. It's not like complete understanding of how the site operates is a prerequisite for promotion.
