Pretty sure that it's Vritra, but not confident enough to tag it.

It's a troublesome moment, when you want Riyo-Gudako to RETURN back to her chaotic self for a second time.

That is Vritra's tail in Riyo's art style, but the shoulder spikes are new.

perhaps these spikes are actually her horns, and Vritra's head is the hooded figure's upper torso (chest & shoulders)
note how the hooded figure's speech bubbles always come from the torso and not the (fake) masked head

Not being able to have the ultra director was a great loss. I approve of throwing her back in the sun again.
