Actually, if you look at the enemies, one of them has a bar over their head, but the others don't. It suggests that it is indeed a health bar. I don't know any game that follows the ATB made for Final Fantasy that has it show the enemies time...and it doesn't make sense to show only one.
I was gonna say, I never imagined Suwako to be that unable to take a beating that she would be the one with the lowest health in a party.

Look at Byakunen, I do not know a single game where having so much HP would show a red bar. Attack ready is more likely on that.

Indeed, the green bar over the "single" enemy, would most likely mean one of the two things:
1.- It shows charged bar of enemies that only have it full and most likely 2.-, it shows the health bar of your actual target, see that pointer selecting it?
Maybe it's a health bar that fills from right to left? That'd put the three goddesses at around 999 max hp, though Byakuren would have like a gajillion...
EDIT: Unless of course her stats always display 763 regardless of what they actually are.
