With both of those facts in mind, it's perfectly plausible to depict an Electromaster being able to self-stimulate their nervous systems.

I just had a mental headcanon in which the Raildexverse crosses over with Niven's early-history Known Space.
Specifically the Gil 'The Arm' Hamilton stories in which psychic powers are limited by the psi's understanding of it. In Gil's case, for example, he could only do telekinesis as if he had an invisible arm, though he learned to do a lot of nifty tricks with it like stopping people's hearts by "reaching" into their chest, or manipulating things over a 3-D telecommunication by "reaching" into the holoimage.
And then there's the department's telepath, who could only communicate telepathically with those with whom she was in love - fortunately for the department, she was a polygamist (and maybe bisexual, I don't remember for sure).
