"lots of photoshop glare" light shigning through glass tends to be bright even on skin last time I checked.

He's saying they look like they're pasted onto the background rather than being drawn together with it, which I can kind of see; their butts are sort of floating above the seat based on the folds of their dresses and both sets of legs are in awkward positions given the shape of the bench.
I don't really think this was flag-worthy, though.
For god's sake, people, read about:unapproved_posts. It isn't the end of the world just because some post you like got unapproved.

With Danbooru currently serving more than three-quarters of a million posts and growing, posts that do not pass through the mod queue are not always viewed by those with the power to delete posts.

The glare on the skin is not what's being addressed here. It's the blinding light bloom on the horizon (which itself makes little sense because the sun is overhead) and...whatever those white flames on their feet are supposed to be.
