He explicitly said that Geass won't work twice on the same person, though he didn’t specify why. The "mental damage" mentioned is merely responsible for the subsequent memory loss. Where did it ever say that he can do it twice on someone?

He can't do it twice, he tried to use it again on Kallen in the 3rd episode and it didn't work. He can give an order that will allow for multiple commands to take effect without him having to re use the Geass but he cannot use it twice on one person.

He has never used it more then once on any person with the exception being in ep 13 of R2 but that was a special condition.
"Special condition," "limited setting". The point still stands that he can use it twice on the same person, and thus the situation in the image is possible.
It would be easy enough to set a "sex me up" command on some other random person....like saying "blue bannana" causes them to go nympho.....really, we never see much use of specific reoccuring signals in the command conditions...
