He IS selling it on his site. And dlsite. I get Reitaisai. That's normal. But he said NOT ONLINE. Use your own brain first, please. He banned EXPLICIT works being sold online overseas.

This line refers to the same commercial goods that you need explicit permission from ZUN to produce, mentioned three lines up. Again, the Japanese makes a clear distinction between "commercial goods" and "doujin works", and this is a doujin work.
As for why selling it online is allowed, I suppose that must fall under this line:
・原作の流通（一般的な同人流通）を越えた形態での販売（海外向けのダウンロード販売等） Sale of works in channels that are further reaching than the distribution channels used by the original works. The original works are primarily sold in general doujin channels. So, please refrain from using download sales sites primarily oriented for overseas customers, etc.
Apparently DLSite isn't considered "primarily oriented for overseas customers", and so it isn't counted as "farther reaching than the original works". You can buy the original works from consignment shops like Tora no Ana online, after all.
