The reason as to why Youmu is playable is rather odd, thus I conclude that this event must concern the Hakugyokurou to some degree, much to like PoFV was.

Yeah, apparently the plot is that a bunch of divine spirits have shown up all over the place. Reimu and marisa are simply investigating; Sanae wants to try and exploit this for the Moriya Shrine; and Youmu is checking to see why all these spirits not under Yuyuko's control are running around all over Gensokyo. So, its pretty much PoFV, but with an excuse/twist for Sanae to join in.

Sakuya was playable in two shooter games (PCB, IN). Youmu (IN) and Sanae (UFO) were each playable in only one, so far. This makes them even with Sakuya.

Perhaps none of the three will be playable in the 14th game, because it'll be just Red-White / Black-White. Or maybe new characters from 13.

Well, if the Green/White/Blue outfit rule happens to be true, the next playable character should actually be... Murasa.

There should be a pool for character ranting/mocked/trying to be a main character on the official game, No? (I mean, we have bunch of this stuff already)

Actually, I think Sakuya hasn't been in any more official games due to the fact that she is a confirmed atheist as of IaMP where she refuses to donate to to the Hakurei Shrine, saying that she doesn't believe in gods.

Since every game since MoF up had religious themes, I think she's been left out of the games as a result.

SA: The existence of Hell
UFO: Buddhism
TD: Taoism

Kind of makes sense in hindsight. Though PoFV I can't think of an explanation for.

You're looking for too deep an explanation of it.

I honestly think it has more to do with how far Fanon Sakuya grew from Canon Sakuya. The PCB demo had the ditzy image of Sakuya that was removed from the real game, and then there was the canon SSiB Sakuya who is eternally cheerful and calm and just gives up when she's put up against the Lunarians, and *opens a window in space*, thus destroying the rocketship.

Fanon Sakuya, meanwhile (even ignoring the PAD chief and pedo memes) is either a cold-blooded assassin who is always perfectly on top of everything, or violently hot-blooded.

I seriously doubt ZUN is ever going to put her back in a playable character slot - you're more likely to see Patchouli appearing again in a support as she's generally involved in game backstories and might go as a Marisa partner in the future again.

She only takes parts in incidents that affect the SDM. IN was the last incident that did. PoFV was an exception as she was using the incident to gather flowers. It's the same for Youmu and the netherworld.

The now current trio are generally people with nothing better to do than solve any incidents that come along.
