This is Marisa and that is her father. It's customary for the father to bring the bride to the alter where her husband-to-be is waiting. It comes from the old tradition of fathers "giving away" their daughters.

If you want to overthink it, I like to put it this way: Gensokyo is the toybox of Yakumo Yukari. Normally only things that drift into legend in the vicinity of the Hakurei Border have a chance to fall into Gensokyo spontaneously, but when an item or a person outside of Japan catches Yukari's fancy, she will of course uproot the building it's in to make it hers. The result is a sprinkling of Western architecture over Gensokyo, for example the Prismriver Mansion.
Sooner or later Yukari loses interest in her toys, and the occupants of these buildings die off or otherwise move on, leaving their earthly possessions behind. Some houses find new tenants, like Marisa and Alice, and others are ransacked by fairies and youkai. In this way, bits and pieces of Western style work their way into Gensokyo's culture, like the lace on Yuyuko's kimono.
