It's not. The artist was falsely accused for making AI pics. The person that accused them is currently trying to save face after their callout post got ridiculed.

There are some elements that come off as very indictive of AI use. There have been plenty of cases where artists who have released works over the last several years then in recent times switched over to AI use, even to the extent of just releasing full AI generated images. Given that, a person who has the ability to draw doesn't mean they won't still turn to using and releasing AI art.

Knowing how to draw and not using AI have no correlation whatsoever. Nothing about the patterns on their dresses looks like the work of a human being. Even someone who didn't know how to draw wouldn't draw them as they appear here, much less someone with actual experience.
