Only way I can see Cloud being a Rider is if he's taken from Dirge of Cerberus when he was leading the ground forces against Deepground. Only reason is that his ride isn't exactly the most powerful thing or legendary. ...unless as a Rider he has either a couple Summon materia or the Master Summon materia. Riding Bahamut? Sounds legit.
