How?
He isn't a preacher to begin with and unlike Touma, Shiage doesn't relies only on his punch and is actually smart guy who doesn't runs against the enemy like a dumb.

Actually I don't know if you've read some of the later light novels but Touma is actually very smart, and comes up with some clever plans (like when he saved the villagers in volume 20)
