Four Heavenly Kings...isn't that the Japanese name for the Elite Four?

Sort of. The Shitennou are four protective Buddhist deities who watches over one cardinal direction of the world: Bishamonten to the north, Jikokuten to the east, Zochoten to the South, and Komokuten to the West. Thank you MegaTen.

Aya will have a field day if she gets wind of this.

Oh hey, don't we happen to already have some kind of Bishamonten...something related to...uhh...a certain flying boat's occupants?

四天王 is a pretty common trope in Japanese fiction (note that the group Suika and Yuugi belong to, usually translated "Four Devas of the Mountain", is 山の四天王 in Japanese), so Eirin's really just trying to sound like a generic villain here.

It's kind of refreshing to see Mokou dominating over Eientei given how she's usually depicted as weaker than Kaguya and Eirin.

Never really understood why either. She's generally considered a much harder boss after all, and that implies she's better at danmaku. I could see Eirin curbstomping Mokou with a little prep (she stuck the freakin' Earth itself, or at least Gensokyo, inside of a jar) but Kaguya's combat experience is pretty much limited solely to her routine battles with Mokou.

I love how Eirin includes the person that Mokou was "rescuing from the villains" as one of the final bosses that Mokou must defeat so that the two rabbits would get blasted, as well.

She doesn't care if she gets blasted, so long as she can ham it up as a villain. (And I imagine her doing that last "IMPOOOOOOOOSSIBLE!" in Norio Wakamoto's voice.)

Everything is better when you imagine it with Norio Wakamoto's voice.

Does that mean Tewi and I are included?
    This is impossible!!
    The Shiten'ou?
    Mokou... Why are you here?
Even though you may have defeated Kaguya, it doesn't really matter. After all, she is the weakest of the Shiten'ou... Lit. 'four heavenly kings'; a common trope in Japanese fiction.
    What are you doing?
