Even still, they're bulbous and shaped weird, and when they're the focus of the image that's a problem.
This image didn't even go through the mod queue though, so all these flags are pointless.
I really think that Overall Quality of the work should override issue of bust-size when said work is made by a rather skilled artist.
If in a particularly work has overly large breast for sole sake of being Overly Large and obvious lack to detail towards everything else then Yes, chalk it to 'bad proportions'
Their breasts don't actually look misshaped if you consider how they would fit inside there clothing, and not every girl has the same shape bust.
Artistically speaking, its actually rather impressed attention to detail.

Breasts aren't always supposed to look like balloons. Look at Miura Takehiro's work for example. Saggy breasts and breasts that easily deform are a part of eir's work. Why is this any different?
post #603683 managed to pass moderation, and the breasts are similarly juxtaposed. I could argue that the clothing is the problem here, and the illustrator intended to bring that to point.

Firstly, the image you posted was uploaded by a contributor, so it skipped the moderation queue. You could say that image passed on the merit of its quality, perhaps based on the way the rest of her is drawn. This, however, can't claim the same. They are chunky and fleshy and wide - not just curvy, but actually fat, but their faces don't reflect that at all. You can't make the argument that their bodies are drawn well for this one, because either the body is ill-suited for the face or the face is ill-suited for the body. Not to mention I can't figure out how those clothes are supposed to go over breasts like that the way they do. They're not even stretched at all. Even if they were intended to look this way, it doesn't change the fact that they look strange. Intentional flaws are still flaws.
Not that this matters at all if it hasn't even been approved, what matters in the end is if a janitor finds it acceptable.
And looking at the artist you gave as an example, I'm not so sure most of those scans uploaded here really belong here, either. Between the artifacts and the weird shapes...

Its Anime, Anime doesn't have to make 100% anatomical sense its like trying to make anatomical sense of a toon image ohwait
anyways, "it doesn't change the fact that they look strange." shouldn't mean that its 'unacceptable' especially when simply looking at their breast and you can see a sense of weight was given to them and "They are chunky" is where I'm getting confused on how are you seeing them "chunky."

This goes beyond impossible clothing and just goes into weird. As if the top parts of their vests and shirts were a different size than the abdominal portion.
As for you, Virgorival, drawings don't have to make total anatomical sense, but in images like this it goes overboard. It just looks very unnatural. In regards to being "chunky", just look at them. From the bottom up, that's the shins of a slender girl, then the body type of a fat person, then sudden bulbous swollen giganto-boobs, then the head and shoulders of the slender girl again. It doesn't fit.
But as I've said more than once now, this is all meaningless and we're arguing just for the sake of argument if the image was not even approved.
Please excuse my honesty, but what a stupid, which the sinus problem is bigger than two or three heads what is the difference, that offends those who? because this site has more shocking images that women or girls giant breasts.

Anything under the gigantic breasts tag is a violation. It just so happens that a scarce few are considered good enough to get a pass anyway. This isn't one of them.
