The attachment point on Homura is her pinkie (the right one). Madoka's right hand is completely unseen, and the portion of her left pinkie that could be tied is below the bottom edge, so there are still possible string attachment locations. Whether or not the two are currently linked by the red string is up to the the viewer.
Either way, it would still appear that Madoka has come for Homura.
