Jokes aside, looks like it's one tail with a naked "hairless" dock underneath, near the base. The fleshy bit resembling a stumpy rat tail with a tanner shade. Basically similar to actual IRL horse tails, making this anatomically correct, in a way. Lines aren't very clear though, leading to the confusion.
