Special stuff is allowed so long as it's cleared with the higher ups. They explained this in an earlier strip.

btw atm I think that the magician team will successfully defeat Reimu.... but Remilia will still win for her team, which would still count as a half-victory for Mima's anti-Reimu plans. Though maybe Patchy has her own plans against Remi? (and how's she carrying that iron maiden with her own strenght?)

btw part 2, Patchy seems to have fire (Marisa's Hakkero), water (water essence for Nitori), now she has metal (the iron maiden) and wood (the other instrument). Maybe she needs the other 3 elements for her ultimate setup?

Although the original translation made it sound like they were only talking about accepting Alice and Patche as additional opponents, Remilia actually said she'll accept anything Kirisame Familia will throw at them (including something usually illegal) as long as they show what they have before the match.
