So is the whole "Sakuya jealous of other people getting playable roles" meme. For one if it doesn't involve the SDM or Remilia in any way, she really could care less about it.

Dear God. I can't stop laughing at how awesome Sakuya's eyes look. It's like a potent cross between badass and insanity with a decent amount anger thrown in. Even funnier because of how calmly she's talking compared to Youmu.
The first translation is written in such a way that it implies that she goes out with ZUN, becomes playable in TD, which makes Sakuya jealous.
That wasn't the author's intention.
Sakuya isn't punishing Youmu for becoming a playable character, she's punishing her for supposedly getting a boyfriend and having experienced sex.
It all has to do with this little Youmu-centric meme called "男を知った顔” which translates to "The face that knew men":
The face that knew men: Japanese fans have noticed that her portrait in Ten Desires makes her look cuter, charming and youthful compared to her portraits in previous games. For some reason, some fans have taken this as a sign that Youmu may have made a boyfriend, speculating that she has made efforts to better take care of her appearance as a result. This resulted in 男を知った顔 becoming a nickname for her drawing in Ten Desires. Reactions have ranged from agreeance to complete outrage.
"男を知った妖夢", or "The Youmu that knew men" is a variation of this meme and is used as a tag on Pixiv by artists who make images based on the meme. This tag is also present on Pixiv's page for this image.
Pixiv artists who use this tag/meme often focus on how Youmu's hairstyle changed in TD from a bobcut to a slightly messier but cuter-looking semi-long hair. She supposedly changed her hairstyle to look more attractive because she'd gotten a boyfriend.
Sakuya is jealous of Youmu because of the all the attention she's been getting from guys as a result of her new look/hairstyle. That's why she's trying to ruin Youmu's hair in this picture.
