Yep,it's a type of catnip,I'm not sure how to translated the symptoms on cat though,so feel free to fixed my attempt.
Translated everything. Except for that last panel which I believe is pretty untranslatable (it's a play on the five pronunciations for every syllable in Thai, with the last one of "eh" being the EHHHH we all love and know in anime)
Matatabi is a type of commonly found catnip. It's one of those things cats can't resist. When they smell it, however, cats will show signs of dizzy-drunk-groggy.*sniff sniff sniffle*Tasty!Eh..
