Its not a deletion request its a review request, the submitter himself flagged this and since he's a contributor it hasn't been filtered so as to not upset anyone.
If you have reached Contributor status (a person of higher authority grants it to you when you've proven yourself through quality uploads), your uploads skip the moderation and are approved upon upload. Contributors uploading something they're unsure of will usually flag it for deletion, as this simply sends it through the normal moderation process...albeit with a red border instead of blue.
Yeah...if the people you know are very good artists that can provide you with a large amount of very nice, Danbooru-quality art that you can upload and share with the community. Then maybe.
