Jokes aside, it looks like some story involving Mokou and Kaguya.
It kind of looks like that if you don't view it at full size, but it literally is Osaru no Jōji Toshokan e Iku, "George the Monkey Goes to the Library". Both the title and cover art are clearly identifiable as the book Astrojensen said.
