It's the Questionable Hermits!

Kasen is a proper hermit.

Her concept and some of her dialogue heavily suggest that she is actually something else or, at least, she wasn't human before becoming a proper hermit.

Then again, Kasen and Seiga are the only examples of hermits actually seen in Touhou.

Isn't Futo and Miko hermits as well?

The profile doesn’t blatantly say they are Hermit like Seiga and Kasen.
Futo is a Human and Shikaisen. Miko is a Saint.

種族：人間？（尸解仙を自称する道士）(Species: Human? (taoist self-identifying as shikaisen)

豊聡耳 神子 (Toyosatomimi no Miko)
種族：聖人 (Species: Saint)

Well, maybe that’s nitpicking.

Seiga, Futo, and Miko all underwent the same traditionally defined shikaisen process, with Futo being the only one to actually be called or identify as one. Shikaisen are a class of enlightened or ascended human, or "Xian", which share numerous similarities with and are the basis of hermits, celestials, and such.

There's nothing to say that only a human can become a hermit.
