I believe that dog is supposed to be Emperor Gestahl. He is commonly and lovingly mistaken for a dog pretty often, due to his sprite.

Also, it looks like there's a moogle's behind squished beneath Leo and Kefka :)

And I swear that purple thing beneath Kefka's chest is supposed to be a multi-eyed Ultros...
