The artist is Kageta, they've still got a hentaifoundry account if you're interested.
It's pretty much all low-quality traces with pokemon character heads pasted on top though.

He's the Japanese Lakeart.

Or Lakeart is the Japanese Kageta. Point is, they put almost zero REAL effort into their art and just trace/copy/paste.
