Kiev was historically designed as a follow-on to the Tashkent-class design when it became clear that Italian shipbuilding practices were incompatible with the comparatively inferior Soviet shipbuilding industry and practices. Kiev and her sisters were to be cheaper versions of Tashkent with virtually the same armament. All were canceled or scrapped by the time of the German invasion of the Soviet Union.
