Samatoki is a yakuza and the wakagashira of the Katengumi, a yakuza clan that settles disputes within the Yokohama Division. He is a former member of Mad Comic Dialogue and The Dirty Dawg, and the current leader of Mad Trigger Crew.
He has a strong-willed and unforgiving personality, having a mercilessness towards his enemies and rivals that befits a yakuza. Despite this, he has a gentle side and is well-liked by local residents and organizations. He cherishes his younger sister Nemu above all else and is highly protective of her. However, he tries to let Nemu spread her wings and choose her own path in life, hence his reluctant acceptance of her Party of Words membership. He has begun to seek ways to change the world without using violence.
