Kyokutei Bakin (Fate) Wiki

Rider-class Servant introduced in Fate/Grand Order's Nanmei Yumihari Hakkenden event. The pen name of Takizawa Bakin, a novelist from the Edo period who wrote The Eight Dog Chronicles and Strange Tales of the Crescent Moon. However, Fate's Bakin is actually summoned in his daughter-in-law Tokimura Michi's body, similar to what happens with his contemporary Katsushika Hokusai. In her third ascension, she transforms into Fusehime from Eight Dog Chronicles, and is accompanied by Yatsufusa.

Her dog ears and dog tail are just part of a costume.
