You won't be able to put this in the Gameplay Mechanics pool. The mods decided it shouldn't exist.
Just a tag now? I didn't realize. Oh well, I say it deserves it. A lot of Pokemon (even flying types) are ineligible for Sky Battles even though lorewise they are able to fly or levitate.

Almost all of Garchomps Pokedex entries mention it's ability to fly despite not being a flying type, having the Levitate ability, knowing Fly, naturally knowing ANY flying moves or having wings. It's a landshark jet plane... thing. Sure, whatever you say, Pokedex.
I think it's because he is the first protagonist who is allowed to produce awesome promotion videos (post #1530315) - including sparkles and rainbow effects!

This is why Haunter and Gastly are eligible, but Gengar is not. It also shows that the Sky Battles were designed AFTER the 700+ pokemon were animated, otherwise a goofy oversight like that wouldn't be necessary.

I think that Gengar being not eligible has more to do with its Mega Evolution since it changes its ability.

Nope, Mega Charizard X loses its flying type and does not have Levitate, yet can still fight in sky battles normally.
As kyuven said, Gengar is just not included because it's graphics depict it as standing on the ground, same case goes for the Doduo line, Pidgey, Spearow, Farfetchd, Hawlucha, etc.

Seeing as how Mega transformation happens during battle it would only make sense that they would use the type you started out with. It wouldn't make any sense if the moment you transform your Charizard into Mega you just get disqualified or if he just drop straight to the ground for not knowing how to fly.
I can get behind Metagross and Golurk, having used both on my Pokémon playthroughs, Magnezone, Heracross, and Garchomp I don't mind, but Jigglypuff? No. That has to go.
