Looking at Twitter, the artist was saying "if you don't get why Houshou is there, look her up on Wikipedia". So I did. Apparently she was going to be named Tappi (竜飛, after Tappi-zaki Cape) during the early planning stages of her construction but they ended up switching to Houshou at some point. Interesting tidbit of info.
