I can't tell what's going on in the first and third panels at all. My eyes keep drifting to the left side of the panels and I can't make anything else out.

Can't blame you; while her job refereeing may leave something to be desired, her outfit does not.
So by holding Hijiri's ear she wasn't able to break the grip without hurting herself? Is that how that worked?
Something does seem off though. I don't see how Hijiri can do anything other than dominate Suwako. Since it's a timed match, Hijiri doesn't even need to go for a pin or inflict damage. As long as they come out ahead on the score cards (I assume there's judging?), they'll win.
Suwako and Sanae have to win decisively, otherwise Hijiri will run rings around them.

Seeing as Sanae promised to forfeit the next match if they lose this one, I don't see any way that they'll lose. Tenshi and Okuu aren't going to be given a free pass to the final round.
On the other hand, seeing as there's a time limit on the exhibition match, a draw is certainly a possibility.

It would be interesting if Suwako fought Byakuren and Shou, but sustained injuries that left Sanae to fight alone. It probably won't happen, but it would be interesting to see what Sanae would do.

You've got that backwards. If Lotus wants to win this bout they must pin within the time limit. There's no reason to assume that it will be judged... there's no reason for it to be because there's no need for a winner. If it runs the duration, that's a tie, and Moriya will move on to their next fight. Even if it is judged and ruled against them, Sanae is more than capable of spinning that into them not being defeated or manipulate their next opponents into a position where they can't honourably accept Moriya forfeiting after such a bad judges decision (ie making their opponents return the favour). The only way that Moriya definitely loses is by getting pinned.
On the other hand, maybe Sanae doesn't fake being honorable? With all mokou/kaguya shenanigans going on we forget that sometimes banana is just a banana, so to say.

It's clear that her good-girlness isn't an act, taking in one umbrella, two fall goddesses and even in the last match of hers, she went about befriending Flandre.

This isn't boxing. It's pro wrestling. There are no scorecards or judges.
My only experience with watching timed matches in pro wrestling has been the Iron Man match, which is 60 minutes and whoever has the most falls at the end wins (with overtime if it's tied at the end of 60). This is obviously different, so I'm guessing it goes down as a draw if there's no pinfalls or submissions.

It was Sanae's idea to use the garlic tabasco spray and to smuggle weapons into the ring.

Good thing she didn't watch BJW. You'd probably have about 50 broken florescent Lightubes, a pail of LEMONS, maybe two or three Barbed wire boards, and a pane of glass in that ring by now
And she keeps going for the mount-...I see.Whoa, she pushed Suwako away with only her arm strength......and disappeared!!Withdrawal of the SaintEpisode 857: Body of steel. From the Artist's Pixiv page. She went after the head beautifully!!So this is the kind of battle you're looking for.Well then, please allow me to show you!!And there it is!!!The true potential of the superhuman Byakuren!!With her super-speed, she's hitting the floating Suwako with a shower of blows!!!
