Okay, context, yes. I assumed it was a friendlier relationship already.
That said, Rumia's not surprised, she's scared (according to the facial expression the artist gave her). The difference is subtle, but you can see it when looking at the mouth: if she were surprised, her jaw would be down, her mouth open. Here, only her lips are stretched, down and back, which is characteristic of fear. When combined with the raised eyebrows and upper eyelids, the expression is unmistakable. The only thing missing are the tensed lower eyelids, which weren't drawn here.
