Not really. The thing is, Formula One race cars go so fast that they actually start to lift off of the ground. The flaps are basically inverted wings, intended to push the car back onto the ground.

Not really that they could take off, they are there to stick the tyres to the ground and make the cars take corners faster: if not, F1 cars would loose traction and slide off the track when in a curve at high speeds.
