I thought Sukuna moved in to the Hakurei Shrine and is living in a modified birdcage or something. So unless you were referring to Seija in the first place, the Needle Castle should be empty as of Gensokyo's current timeline, except for the usual mook fairies.

I think Seija was also evicted after Impossible Spellcard, given she pissed off everyone to the point Reimu has all but said she won't bat an eye if someone kills her. Staying in a known location for any length of time would be a bad idea.
