It does, thank you! By Google Imaging the picture you linked, I found some articles explaining this abomination (1, 2, 3). It was a statue at the fifth Wenzhou International Animation Festival, which was held in China in late 2012. Photos reveal the other statues at the event to be of similar QUALITY. A commenter on one of the sites suspected the Pikachu-like thing of being a repainted T-Rex.
