I believe it's a cultural thing. Japan as a nation has always been held back by one thing or another - lack of land, lack of resources, lack of manpower - compared to her contemporaries (China and Russia). The only reason Japan was able to muster the strength to become a superpower back during the Sino-Japanese War and Russo-Japanese war and come out winning was because of the martial resolve.
Becoming strong isn't just about being physically strong - in fact, that's one of the common misconception of strength. Being strong means to have a strong resolve, knowing what your strength and weaknesses are, along with ways to compensate for your weaknesses and maximize your strength. Being strong includes being smart about it. A strong body but weak mind is like a machinegun with no gunpowder. Sure, you still have bullets, but without the gunpowder, it's just an elaborate paperweight.
Tenryuu is teaching young Hoppo that even if you have a weak body, having a weak mind on top of that means you will never amount to anything. Therefore, you should strengthen your self-worth first and challenge yourself to reach new heights. She's not telling Hoppo how, because everyone has different ways of tackling those challenges. It's also not good form to lead people by their hands - that causes dependence, which is even worse because that leads to a weak mind.
No one can train your own willpower but yourself. If you give up now, you won't move forward. And no one in this world but yourself can train that aspect for you.
