It's more like she can see more or isn't blinkered by the same blinders that other people wear. If a normal person (an Admiral) can see fairies, it stands to assume that the potential to see them isn't limited to shipgirls. They don't have to be able to wear the rigging to see them.

People can be staring disasters in the face and deny anything's wrong. That's the insanity I'm referring to. So she's now sane than many, given that the war against the Abyssals exists and is not a secret... and that governments have mobilized resources to locate shipgirls to fight them.
