    I don't think this its bad. I think it hit the style it was going for. I forget what its called but I remember seeing other things like this.

    Personally I dont like DragonBall.
    But I see nothing wrong in this stylistic direction of art. Oda just emulates traditional Woodblock print style here. Dont know if this can be called Ukio-e, as there are several different styles with their own names and classifications. Ukio-e is usually the most "popular" naming for this type of art.
