I wonder why. the texts itself are pretty lack of content about report to who and looking to who, but yeah i think i agree with you about this. and don't worry i feel weird too about this.

It lacks who report to who. But Kuma use 頼んだ, which means the moment of report isn't right when she speaks, but later and she's not the one taking it. If she is, she'd use 頼む. And Kiso's respond, "can look in the face", that's clearly not to Kuma because she's looking to Kuma's face right that moment. Taking reference on earlier strips, Kiso had an embarrassing moment with admiral and Maruyu, well, mostly admiral. Combine that to the word "report", 頼んだ, admiral is quite a logical conclusion if you ask me.
