I think it's not, because there is no visible AAFD on the chest, where it's should be.

The angle on this picture is close to the official Teruzuki CG, where you can clearly see the fire director on her chest - it's too large, so if that was Teruzuki, you can see at least part of it.

Yoshinori's confirmed everyone was overthinking it and it's just Teruzuki - the idea was that Teruzuki was in maintenance.
