Yamashiro has her own plate though. She could have coaxed him to sit on her lap with those cookies, but either she's too shy to initiate it on her own, or Kaga kept her arms around him the whole time. It's Kaga, after all.

I wonder how Kaga would react if it was Yamashiro taking the initiative. That is, provided that Yamamon doesn't go all spaghetti and necessitate a more severe intervention.

Why not both? It seems that Kaga's got as much of a kidmiral craving as Yamashiro does, she's just less demonstrative about it.
