And of course, that red-haired boy is living there with his original surname unchanged, but still having a honest and upright personality (as shown in his appearance in “Capsule Servant”), and likely going through days with a love comedy-like tone, along with a twin-tail magic-fist user and her cheerful little sister who laughs like a high-class young lady.
Fate just always never know when to differentiate "we're ultra seriously committing mass blood sacrifice for the sake of mankind while spouting essays worth of hit or miss philosophy" canon from "everything in this universe now runs on Looney Toonese physics, this background character you have never heard of is now stronger than Gil, and Heracles goes shopping for goddamn TV remote control batteries" noncanon.

Yes. In Fate/Apocrypha Sakura was adopted by the Edelfelts instead of the Matou. With the Greater Grail being stolen and relocated to Romania, all of old man Zouken's hopes were dashed so he's pretty much catatonic.
With no Heaven's Feel Ritual being able to occur again in Fuyuki, the Three Families pretty much abandoned the fight in Fuyuki.
Because there was no more chances of it occurring in Fuyuki, the Matou are out so Tokiomi doesn't have to worry about Sakura needing to have the chance to fight in one so he gave her over to the Edelfelts instead of the Matou.
And thus Sakura possibly gains another big sister. :P Certainly "bigger" than Rin in certain areas~. :D
