By Soviet–Japanese Joint Declaration of 1956, USSR/Russia agrees to hand over Shikotan and Habomai after the conlusion of peace treaty, not before and not Kunashiri and Etorofu.
Now:
1) Polls say that 78% of Russians anticipate any transfer of islands, including 1956-based one. (Despite my granddad participated in Soviet-Japanese War, served as a border guard first in Manchuria, and later here on Kurils - I'm among other 22%)
2) In 2014, Sea of Okhotsk was recognized by UN as Russia's exclusive economic zone - and loss of those islands will open that sea to anyone.
3) Kuril Islands are vital for military defence, especially Iturup/Etorofu.
Conlusion: nope. We just can't give islands that strategic.

Russia's stance is that they will only be open to negotiations if Japan renounces all claims first, that is, publicly stating that all the islands are unequivocally part of Russia. And even then, it's incredibly unlikely that Russia would ever actually close on negotiations - without some ridiculously high cost that would be utterly infeasible. There's just no real reason for Russia to give them up (and as stated before, with how hyper-nationalist Russia has become, doing so would be political suicide.)
