In JP and CN, certain ships have been removed from certain construction pools. Sandy has been removed from Special and Heavy construction. These two were Event constructions though, no clue if that would still hold there.
But we still have to deal with the annoyingly high chances of getting Nevada (because paying doesn't solve the issue... She's adamant in her mission to ruin events with her mere unwanted presence), or if you're "lucky" the British faction's repeated drops: Norfolk, Shropshire, Kent, Repulse... you name it.
.P.S.: Sandy is useful for something (medal farming and World 12 for her anti air), Nevada on the other hand...¬¬
