The commentary mentions another artist, who I think drew a draft of this image. Does that mean that they get an artist tag on this image too?
Yes. While it's common for that to be the case, there's nothing stating there can only be one artist tag on an image, and if there was a collaboration (or more often, someone is using another artist's work inside of one of their own works), then you should tag any artist that worked on an image.
