Well, that's part of it (and is the main reason why Hammann feels affinity for her), but the part that Chaser took offense at is Hammann calling her a "fake ojou".
(Ironically this time I had to comb through the JP ver., because オジョウサマ「お嬢様」from her JP introduction bio wound up translated as 아가씨 [agassi], "young miss", which doesn't necessarily has the "pampered girl from a well-to-do family" connotations that ojou-sama has [so the Korean version sounds more like a jab on her age instead of her being a fake British 'lady'].
The word is used often to translate お嬢様 from Japanese works though [お嬢様 in JP titles almost always get translated into 아가씨 in the Korean version], so maybe it has that kind of connotation for Korean fans of Japanese anime/manga/games.)
TL;DR: It's Azur Lane's version of the ol' First-Class Lady(lol) joke.
