Context for those that don't know, this is one of the designs of Pyra in concept art.

Perhaps a "beta version" tag or something? Or maybe a pool.

I wouldn't have minded.

I can guess why it's not approved: looks too similar to a certain punching and singing merchandise.

Not sure that's the reason. Some of the Blades look like they could pass for Symphogear users, not to mention that Pneuma incorporates some features from this beta design.
