Ever put heavy weights on your legs? It doesn't make it harder to run, just difficult; you end up running weirdly since your legs end up adapting to the unbalance caused by the weights, making your stride turn into a pendulum.
Arms would be worse, since they would end up affecting your movement every time you swing your arms.
If you want to truly train your running, then you gotta place it in a place that doesn't move, somewhere that's static... like your chest and your head.
That reminds me that scene in Naruto of all things lol the weights that strapped somewhere that acts as limiter.
I myself was thinking about Dragon Ball and Dragon Ball Z, where training with heavy weights in the arms and legs was a must, later being changed to training in heavy gravity enviroments.
