One could argue it might be more a sign of how more down to earth their designs are as opposed to things with more questionable tech

You have it in reverse, it is the new riggings that look cartoonish. Bismarck, Tirpitz and co are just normal.

Tbf most of the PR ships need and large amount of resources over a long-ish period of time to even achieve, not counting the even longer time to get them to a playable state, their stats should reflect that grind. I'm not saying bisko couldnt use a bit of an up, but she can hold her own.

Deutschland class riggins are rather big compared to the girl, or it may be the deutschland class girls lack on the vertical dept.
